The Center for People With Disabilities announces the following job opening in its Boulder office:
Deputy Director
The Deputy Director assists the Executive Director and has departmental responsibility for budget, staffing, program development and implementation, and community involvement. The deputy director must be capable of developing strong community relationships and providing leadership in the independent living movement on a local and national level.

This position is full-time, exempt position with a starting salary of $45,000 to $50,000 with medical, dental, paid vacation, medical leave, 401K, and cafeteria plan as benefits. Position is open until filled.

Job Description: Deputy Director
Reporting Relationships: Reports to the Executive Director.
POSITION STATUS: Full time, exempt.
BASIC ROLE:
The deputy director assists the Executive
Director and has departmental responsibility for budget, staffing, program
development and implementation, and community involvement. The deputy
director must be capable of developing strong community relationships
and providing leadership in the independent living movement on a local
and national level.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Submits timely reports according
to funder’s specifications.
- Develops and implements programs
serving people with disabilities, including obtaining consumer input.
- Assists Executive Director
in overseeing fiscal systems.
- Ensures contract and grant
goals are met and reported on.
- Oversees the quality of consumer
services and conducts consumer file reviews to determine program effectiveness.
- Supervises Independent Living
Services staff and assists the Executive Director in supervising Independent
Living Program Manager.
- Identifies training needs
and ensures staff is properly trained to provide effective services.
DUTIES and RESPONSIBILITIES:
- Financial Management:
Assists in the development of the department budget; and oversees the
billing process for the department.
- Personnel Management: Oversees
and/or conducts departmental staff recruitment activities; hires and
evaluates staff; ensures training for all new staff is complete; determines
ongoing staff training, tailoring such training to meet individual staff
needs; supervises department staff or oversees supervision which is
provided by subordinates; implements personnel policies and submits
recommendations to Executive Director for policy revisions.
- Program Development and Implementation:
Develops grant proposals and contracts; monitors contract compliance;
oversees program evaluation and continual program improvement; and oversees
the client assessment process, the development of independent living
plans and the entire service delivery system.
- Advocacy: Identifies local
access issues; organizes and educates local constituency for change;
advocates for clients; and advocates for system change on local, state
and national levels. Applies the ADA, Fair Housing Act,
and Rehabilitation Act to specific situations to ensure adequate access
for people with disabilities.
- Community Liaison: Acts as
one of the center's primary contacts with the community for service
delivery and advocacy issues.
QUALIFICATIONS:
- The successful applicant should
have at least a bachelor's degree in a related field and significant
relevant work experience. Work experience in an independent living center
may be substituted for up to two years of education.
- Minimum four years supervisory
experience.
- The position requires excellent
skills in writing, public speaking, advocacy, employee management, conflict
resolution and community relations.
- A working knowledge of state,
national and local legislative issues relating to persons with disabilities
is required.
- Four years experience working
with people with disabilities, preferably in an independent living center
setting.
- Knowledge of grant process
including grant writing preferable.
- Personal experience with a
disability is highly desired.
- Thorough knowledge of Independent
Living Philosophy.
- Demonstrated ability to work
effectively with professionals and with the public.
- Knowledge of Microsoft Office
products including Word and Access.
- Demonstrated ability to utilize
e-mail and the Internet.
